Executive summary

The ACMA has updated its business operation procedures to provide greater clarity on licensing procedures to be followed when considering issue of:

  • earth and earth receive apparatus licences for fixed earth stations (Submission and processing of applications for earth and earth receive apparatus licences for fixed earth stations)
  • space and space receive apparatus licences (Submission and processing of applications for space and space receive apparatus licences).

We are now seeking comment on aspects of our licensing procedures for space-based communications systems. These require further clarification and information to assist with a more general review of space licensing procedures that the ACMA is currently undertaking.

The need for such a review was identified in the ACMA’s Five-year spectrum outlook 2016–20 and the response to submissions paper on the 2016 consultation on ESIMs, where it was advised that—contingent on priorities and resourcing—we intend to undertake a review of space licensing procedures in the 2017 calendar year.

The ACMA welcomes comments from stakeholders on the:

  • proposed new Draft business operating procedure—Submission and processing of applications for space and space receive apparatus licences
  • revised Draft business operating procedure—Submission and processing of applications for earth and earth receive apparatus licences for fixed earth stations business operation procedures. For the earth station business operation procedure, changes made are updates, which include further detail and information on procedures and checks undertaken by the ACMA.
